3/5/19 Meeting of Weinland Park Community Civic Association Housing Committee at Godman Guild
Present: Resident co-chairs Laura Bidwa, Matt Adair, and Sean Storey; Residents Donna Madlener, John Gifford, Chris Micciche, Nathanael Augenstein, Woody Drake; Guests Karrick Sherrill (Shremshock Architects and Engineers), Jamie Wilcox (Wilcox Communities), Erin Prosser (Campus Partners), Greg Davis (Columbus Code Enforcement), Joe Huber (Masterpiece Living), Greg Klosek (Smaller World Construction).

Brief updates

• Lykens Development on Hamlet and at 4th and 8th: Permits have been secured, work anticipated to start in early spring. This is past the timing required by the deed. Erin will contact Eric. Fire-totaled site on Indianola was demolished last week; no plans yet for redevelopment. Zoned R4.
• Hometeam illegal parking lot on Euclid: Pretrial hearing on Friday in Environmental Court. Result of this trial would be daily fines.
• New park to be constructed by Wagenbrenner on Grant Avenue: Omar Elhagmusa is expected to join the NCA (New Community Authority) board that oversees finances of the private/public amenities Wagenbrenner has constructed in Italian Village and Weinland Park. Erin and Laura will pursue a meeting with WagCo about fostering a sense of shared ownership throughout the neighborhood.
• Community gardens: Still looking for new leadership for 4th St Farms. Will trial-run inviting volunteers to 4SF, IE, and Bird Sanctuary on first and third Saturdays starting in April. At some point, new leases should be signed with Campus Partners for 4SF and Bird Sanctuary.

Karrick Sherrill re: redevelopment plans for NW corner of Summit & 5th

• This was a presentation of some updates to the plans, made since we reviewed the project at our last meeting on Feb 5.
• Jamie Wilcox introduced himself and his company. Some of their other projects are the Brunson Building and the Parkview on Goodale Park. They intend to build and hold the new building, not sell it.
• If the development succeeds in getting property tax abatements from the city of Columbus, 10%of the units would be set aside for those earning less than 100% of Area Median Income (AMI) and another 10% would be set aside for those earning less than 80% AMI. This would last for the
15-year duration of the abatements. No reporting regarding affordability is required after that.
• Q: Could there be 3BR units to attract families? A: In other projects, OHFA has required 5% of units to be 3BR, and those units have consistently been the hardest to rent. Seems that the community is not quite to the point of typical families wanting to live in these kinds of larger apartment buildings.
• Next review of these plans will be in University Area Commission’s Zoning Committee, 6:30, Monday, April 1.

Campus Partners Doubles: 6 doubles are left in Weinland Park Collaborative portfolio. Housing Committee has recommended that 3 of the doubles go to the new city/county land trust, which would demolish and built new single-family homes on the sites. But Housing Committee wants to investigate
